The Association

The Mainstreet Homeowners Association (HOA) is a Georgia state registered non profit corporation established to promote the health, safety, welfare, common benefit and enjoyment of the Mainstreet subdivision. Mainstreet is a Planned Unit Development and encompasses several neighborhoods. There are now 597 homeowner members. Currently, new homes are being built in the Summer Hill neighborhood which will increase the number of HOA members. Everyone who purchases a home in Mainstreet becomes a member of the HOA by virtue of the deed documents signed at settlement of their purchase. These deed documents bind all purchasers and residents (including tenants) to the requirements of the Covenant Declaration and the By-Laws of the HOA.

Organization

Mainstreet HOA is governed by an elected Board of Directors, appointed officers and committee positions. At the present time, there are 5 members of the Board of Directors (BOD). The BOD sets policy and oversees the HOA affairs. They are assisted by the officers of the association who are responsible for the execution of business affairs. Currently we have 3 officers: President, Treasurer and Secretary and 4 committee chair people - Landscaping, Welcome, Covenant Enforcement and Pool.

The members of the Board of Directors are elected to one year terms at the annual HOA meeting held on the first Monday of April of each year. The officers and chair people are appointed by and serve at the pleasure of the Board. All BOD members, officers and chair people are volunteers and expressly prohibited from receiving any compensation from third parties according to the HOA By-Laws.

The HOA maintains an office on Francis Meeks Road, Suite 215 in Richmond Hill, Georgia. The mailing address of the office is: PO Box 856, Richmond Hill, Georgia 31324. The office is staffed on Tuesdays and Fridays only from 9:00am to 2:00pm. The office phone number is: (912) 756-6844. The office is managed by a paid Office Manager. If you call when our office is closed your message will be recorded on our answering machine. Please speak slowly and clearly and be sure to leave your phone number.

There are 2 drop boxes provided, in addition to the office mailing address, office phone number and 2 email addresses listed above, in case you want to leave documents or letters for the HOA. The drop boxes are located next to the office door and on the front of the pool building.

Assessments

The HOA operates on a calendar year fiscal budget. Homeowner assessments are due and payable on the first day (Jan 1) of every year. The assessment for the year is set by the BOD and is based on the projected budget. Homeowner invoices are mailed out in December. Payments not received by February are considered late and subject to a $10.00 per month late charge until paid in full. If not paid in full by July, a 30 day demand letter is issued. If the account remains unpaid after the 30 days, the account is referred to collection. This generally results in a significant increase in the amount due. Upon receipt of a Court ordered judgment, the HOA will proceed to garnishment of assets to collect the amount due.

In addition to the annual assessment, replacement keys for the pool facility are issued at a cost of $25.00. Note: all residences are issued one key which must be passed on to subsequent owners or tenants.
